Corman Park Zoning Bylaw Update
Update on Zoning Bylaw:
Administration continues to work on updating the Zoning Bylaw however due to legislative changes and amendments requested by Government Relations for the Official Community Plan (OCP) the Zoning Bylaw discussions are delayed. Once the OCP has been adopted the Zoning Bylaw Update will continue and Administration will look to hold Open Houses for public consultation. Notice will be provided through a variety of methods but look to this project webpage for updates.

Rationale for Updating the Zoning Bylaw:
Corman Park's current ZB (https://www.rmcormanpark.ca/DocumentCenter/View/3810/Zoning-Bylaw-09-94) was established in 1994 and has gone through many minor amendments throughout the years. However, a full comprehensive review and update is now needed to ensure that the content within, such as types of uses, site requirements, and development standards are still relevant and in line with best practices. The review will also provide an opportunity to ensure compliance with legislation from other provincial ministries. Lastly, in accordance with Section 34(2) of the Planning and Development Act, 2007 the new ZB will need to be consistent with the goals and policies set out in the new OCP.
Having an updated ZB will ensure development standards, requirements, and mandates set by Provincial legislation are up to date. By having this updated bylaw, it will provide the public with clarity on expectations and standards for development but also allow Administration to be transparent and consistent on applying development proposals in Corman Park. The ZB update will also allow Corman Park to be competitive with other municipalities on potential development opportunities and allow Administration to consider new development ideas in Corman Park.
Project Scope:
Administration will group provide updates at future Planning Committee Meetings so that policies may be evaluated and discussed, allowing Council the opportunity to discuss and provide their feedback. This allows Council to endorse certain themes and concepts throughout the project, streamlining the process for final adoption. The Zoning Bylaw Update will be presented in its entirety to Council for their approval at a later date once it is ready
High Level Process:
- Background review and assessment of the R.M.'s current Zoning Bylaw, Provincial legislation and other jurisdictions’ Zoning Bylaws;
- Update hazards/constraints, resubdivision, zoning maps;
- Engagement with landowners, rights holders, and stakeholders;
- Providing updates/ workshops with Council at future Planning Committees;
- Prepare a draft Zoning Bylaw;
- Present a draft Zoning Bylaw for public and stakeholder review;
- Present the draft Zoning Bylaw to Planning Committee;
- Seek endorsement of Zoning Bylaw; (Public Hearing and have Council give three readings); and
- Seek regulatory approval by Community Planning.
